ABOUT AND WHAT IT MEANS

City of Zamboang
The 21 – word Vision
of the City of Zamboanga was not really or
entirely the output of just over one hundred
Zamboangueños who participated in the actual
Visioning Workshop held on October 23-24, 1997 at
the Grand Astoria Hotel, Zamboanga City.
Definitely the speeches of Gov. Rene Dalman of
Zamboanga del Norte, Gov. Isidro Real, Zamboanga
del Sur, Honorable Vitaliano D. Agan of Zamboanga
City and the Honorable Representative of the Lone
District of Zamboanga City, Honorable Maria Clara
Lorenzo Lobregat, contributed much. So did the
presentations of twelve sectoral study team
members of the U.P. PLANADES. At the end of the
day on October 23 there was as many visions
formulated as there to consolidate their twelve
visions, so much of what was the vision five years
ago kept coming back. Consider the 1992 version of
the vision:
A World
Class Garden City in a free trade Zone, the
Southern
Philippine. Gateway to the ASEAN and the
World.
About half of those
who participated in the 1992 Visioning must have
come back that 23rd of October 1997,
but coincidentally, nobody thought of bringing
back the old vision and so looks at the 1997
vision.
A GLOBALLY
COMPETITIVE, CULTURALLY ENRICHED GARDEN CITY BY AN
EMPOWERED COMMUNITY WITH A FREE TRADE ZONE,
BALANCED ECOLOGY AND SUSTAINANBLE DEVELOPMENT
Clearly the following
familiar terms are back: globally competitive,
another way of saying World Class: Garden City,
free trade zone.
Clearly too, there are
improvements or an enhancement; culturally
enriched and empowered community in a balanced
ecology and pursuing sustainable development.
The new vision as all
visions should be, really reflects what the
Zamboangueños – the empowered community – recently
empowered by the restoration of democracy and
devolution of local autonomy, the rejection of an
attempt to impose unwanted and superfluous
regional autonomy and recovery of regional
hegemony in commerce, industry and education as
well as public administration – have retained and
will continue to retain.
The global competition
refers to the quality of goods and services that |Zamboanga
will reduce and export to the world via Free Port
and Economic Zone as well as the Regional
Agricultural and Industrial Center, both situated
in the city.
Culturally
enriched are the happy blending of both the
Christian or Western Culture and the Muslim or
oriental culture mix evidenced in the languages
spoken, customs followed, fashion promoted and the
enduring Chavacano language – more Spanish than
native but still distinct, elegant, logical and
romantic as any Filipino dialect. Garden city is
nothing else but the old “jambangan” a place pr
pot of flowers which still blossom in many
Chavacano home- no longer confined to the bandera
española or bougainvilleas, but flowers, if the
gallant adventurer is looking for a future bride,
are still here; lovely and comely still: “las
bellas dalgas que adornan su jardin”. The garden
city, in fact, survives to this day because of the
balanced ecology that the new breed of
environment-conscious Zamboangueños are fearlessly
committed to protect: against illegal
woodcutters, greedy sand
and gravel haulers, “slashing and burning
Kaingineros” and aquatic exterminators-dynamite
fishers included. Needless to add, the Garden City
is evident too in the Agri-based industrialization
going on, the restoration of Pasonanca Park, Vista
del mar and Bolong Beach, Island resorts and
development of Bog Lake at Calarian.
Sustainable development is the be-all and end-all
purpose of human pursuits, of all efforts of the
Zamboangueños in replenishing the wealth of the
forest, agricultural lands, rivers and seas for
all generations to come-not only for the urban
dwellers but for visiting tourist, foreign and
domestic and immigrants decided to stay and be a
real ZAMBOANGUEÑOS: firm, God-loving, Humane.

of Zamboanga City are the new set of executive and
